windows 10 stupid bug

I use Russian/English keyboards all the time.
After some shitty update, i noticed i have 2 english layouts! And i wasnt able to get rid of it until today... https://superuser.com/a/1322521

Helped me:

1. Add missing language that was listed in input methods but not in preferred languages list.
2. Remove it.
3. Then re-check - windows added again something and i repeated the steps.
